(A)                    Management structures

In order to ensure decentralised planning and participatory mode of implementation of SSA schemes, the Management structures are instituted at the National, State, District, Circle (Block) and Village levels. At the National level, Nation Council under the Chairmanship of Prime Minister and National Executive Committee with Minister, MHRD respectively are in existence.

In like manner, at the State level, there are Governing Body and Executive Committee under the Chairmanship of Chief Minister and Chief Secretary respectively. The State Project Director is the Member Secretary to both the Committees.

THE GOVERNING BODY :

It is the apex body for making decision on policy issues, Legislations and various programmes under SSA. The Mizoram SSA Rajya Mission Rules 2001 provides membership of this body to include the Chief Minister, Mizoram as President, Minister, School Education as Vice President while the State Project Director as Member Secretary. Its members consist of representatives from Govt. of India, Govt. of Mizoram, NGOs, Academicians, District level functionaries etc.

Powers of the Governing Body :

             In order to carry the out its functions, the Mission shall have the power :-

                   i)    To create duly empowered administrative mechanisms, through such participation as may be deemed necessary of various departments and autonomous agencies of the Central and State Governments for the achievement of the objects of the Mission.

                  ii)    To established, for implementation of Sarva Shiksha Abhiyan, administrative arrangement at Divisional, District, Sub-Divisional Block and Village levels, and to delegate to them necessary powers to enable them to discharge their responsibilities.

                 iii)    To create academic, technical, administrative, managerial and other responsibilities in the Mission by converging existing post in the education sector.

                 iv)    To make rules and regulation for conduct of the affairs of the Mission and to amend vary or rescind them from time to time, in consultation with the State Government.

                  v)    To accept grant of money, securities and property of any kind and to undertaken and accept the management of any endowment, trust, fund or donation not inconsistent with the objectives of the Mission.

                 vi)    To purchase, hire, take on lease, exchange or otherwise acquire property, moveable or immoveable, and to construct, alter and maintain any building or buildings as may be necessary for carrying out the objects of the Mission.

                vii)    To delegate the Executive Committee or to any officers and authorities of the Mission, (as defined in Rule 15) such powers and impose such duties as it deems proper.

viii)    To consider the Annual report prepared by the Executive Committee.

ix)           To undertake all such activities and to take all such action as may appear necessary or incidental for achievement of the object of the Mission

District Education Committee

At the District level, a District Education Committee (DEC) with Deputy Commissioner and District Project Co-ordinator (SSA) as Chairman and Member Secretary and District Core Teams with District Project Co-ordinator and Dy. District Project Co-ordinator as Chairman and Secretary are there. The powers and functions of District Education Committee as provided under the Mizoram SSA Rajya Mission (Constitution, Functions and Powers of the District, Circle and Village levels) Regulartions 2002 may be summarized as below :-

Functions of the District Education Committee

To ensure that the goals of Sarva Shiksha Abhiyan and that of the Mission are achieved, the District Education Committee shall perform the following functions, namely :-

(a)       preparation of District Elementary Education Programme;

(b)       implementing the schemes of targets of District Elementary Education Programme;

(c)       evaluating the performance of Circle and Village Education Committee;

(d)       monitor progress and achievement of the districts towards the goal of Sarva Shiksha Abhiyan;

(e)       ensure fund flows to Circle and Village Education Committee;

(f)        to follow all the instruction and guidelines of the Mission;

Powers of District Education Committee

In order to carry out its functions, the District Education Committee shall have the power :-

(a)       to control the management of all the affairs and funds of the District Education Committee; and

(b)       to acquire stores and services required for the discharge of the functions of the District Education Committee.

Circle Education Committee

At the block/circle level, there are 35 Circle Education Committees in Mizoram under the Chairmanship of SDEO concerned. The CEO concerned is ex-officio, Member Secretary to the committee.

Functions of the Circle Education Committee

To ensure that the goals of the Sarva Shiksha Abhiyan and that of the Mission are achieved, the Circle Education Committee shall perform the following functions, namely :-

(a)       consolidation of habitation plan of all habitation within the Circle;

(b)       co-ordinating the activities of Village Education Committees within the Circle;

(c)       to monitor the performance of Circle Resource Centres and Cluster Resource Centres within the Circle;

(d)       to follow all the instructions and guidelines of the District Education Committee.

Powers of Circle Education Committee

In order to carry out its functions, the Circle Education Committee shall have the power :

(a)       to control the management of all the affairs and funds of the Circle Education Committee; and

(b)       to acquire stores and services required for the discharge of the functions of the Circle Education Committee.

Village Education Committee

At the Village Level, VEC has been functional for all 954 habitations of Mizoram with well defined composition, powers and functions.

Functions of VEC

To ensure that the goals of the Sarva Shiksha Abhiyan and that of the Mission are achieved the Village Education Committee shall perform the following functions, namely :-

(a)       preparation of habitation plan of their village/habitation;

(b)       maintain Village Education Register;

(c)       execute all civil works and other works assigned to them.

(d)       to follow all the instruction and guidelines of the higher authorities.

Powers of VEC

The Village Education Committee shall :-

(a)       have the powers to control the management of all the affairs and fund of the Village Education Committee.

(b)       to acquire stores and services required for the discharge of the functions of the Village Education Committee.
